A man in Jiangxi received 7 joint punishments for refusing to perform military service

On the 22nd, the People’s Government of Nanfeng County in Jiangxi Province released a notice regarding the joint disciplinary actions taken against an individual identified as Zhang. Here’s a closer look at the situation:

**Notice on Joint Disciplinary Actions Against Zhang for Refusal to Serve in the Military**

Zhang, a male with the ID number ****20031005****, is a recent college graduate from Shanshan Town in Nanfeng County. In June 2024, he voluntarily registered for military service and, after passing health checks and political assessments, participated in pre-military education in early September. Following a joint assessment meeting conducted by the Nanfeng County recruitment leadership team, he was approved for enlistment. However, he demonstrated a weak sense of duty toward military service by repeatedly requesting to leave and displaying erratic behavior. Despite multiple educational efforts from local military recruitment officers, his family, and relatives, Zhang continued to refuse to fulfill his military obligations and left the pre-military training camp on September 12 at 10 PM.

Although Zhang has not formally joined the military, his actions following the county’s recruitment meeting have severely undermined the positive atmosphere of “active military service and dedication to the nation” that Nanfeng has cultivated over the years. The severity of his actions led to the following penalties, in accordance with Article 57 of Chapter 10 of the Military Service Law of the People’s Republic of China and Article 30 of Chapter 6 of the Jiangxi Provincial Recruitment Regulations:

1. A fine of 6,000 yuan, which will be submitted to the Nanfeng County treasury as part of recruitment funding. The Shanshan Town People’s Armed Forces will collect this fine legally, and failure to comply will result in enforcement action by the Nanfeng County People’s Court.

2. The Shanshan Police Station will mark Zhang’s status as “refusal to serve military duty” in the household registration system. During political evaluations by employers, they will note his “political disqualification and refusal to serve.”

3. His refusal will be recorded as a serious breach of trust, impacting his personal credit record, and relevant local departments—including the Organization Department of the County Party Committee, the Public Security Bureau, the Human Resources and Social Security Bureau, the Education Bureau, the Market and Quality Supervision Bureau, and the Housing Authority—will be notified.

4. For two years, he will not be allowed to process any exit and entry procedures with the Public Security Bureau.

5. For two years, the Education and Sports Bureau will eliminate his eligibility for further studies, and he will not be considered for civil service or equivalent positions governed by the Civil Service Law.

6. For two years, the Market and Quality Supervision Bureau will withhold business licenses, the Housing Authority will not provide secure housing for him or his parents, and banks will not offer him loan services.

7. Zhang’s case and the resulting penalties will be publicly announced through the media.
