In regions like Xiamen, the transformation of the previously polluted Wuyuan Bay into a popular photography spot is closely tied to “integrated planning” reforms that align urban resources, the environment, and spatial conditions. In Qinghai, the Dongchuan Industrial Park is now utilizing clean energy for polysilicon production, dramatically reducing carbon emissions. No local action exists in isolation from the broader national framework; thus, reinforcing policy coordination and comprehensive initiatives is essential to ensure local interests align with central objectives.

Both macroeconomic policies and reform strategies must steer clear of “composite fallacies,” where conflicting policies obstruct progress, as well as “decomposition fallacies,” which oversimplify complex challenges.
