Beijing Fengtai deepens the opening up of the service industry and will build a Digital Silk Road Economic Cooperation Pilot Zone
On October 23, during the “Meet Fengtai: Collective Celebrations” event, Fengtai District unveiled its “Demonstration Zone 2.0 Plan,” aimed at fostering high-quality development of the Digital Silk Road Economic Cooperation Demonstration Zone in Beijing and establishing a low-altitude economic industry development showcase for the capital. The plan is designed to create an international business environment, catering to both enterprises and international stakeholders.
At this event, Fengtai District presented the “Fengtai District Comprehensive Plan for Deepening the National Service Industry Opening-up Demonstration Zone” (referred to as “Demonstration Zone 2.0 Plan”). This initiative highlights key achievements related to investment attraction, with a focus on six critical areas: expanding openness in priority sectors, enhancing the demonstration role of key parks, optimizing trade and investment regulations, improving public service policies, strengthening rights protection mechanisms, and developing an open risk prevention framework. A total of 69 specific tasks have been identified.
According to the plan, Fengtai District aims to significantly enhance its capacity to gather international high-end resources and promote innovative business models within the next 3 to 5 years. The goal is to double the precision of services, enhance enterprise satisfaction, and invigorate the local ecosystem, positioning Fengtai as a new model for open development in the capital, where global resources converge for mutual benefit.
In November 2023, the State Council approved a work plan to support Beijing in deepening the service industry’s opening-up, injecting new momentum for high-quality development in the capital. Xu Yuanyuan, Director of the Fengtai District Bureau of Commerce, explained that the “Demonstration Zone 2.0 Plan” is designed to better implement this work plan. It focuses on broader, deeper, and more extensive foreign openness while addressing current development trends and enterprises’ actual needs. This involves trialing rules, regulations, management standards, and facilitating the seamless flow of people, data, and capital.
The plan outlines the expansion of openness in seven key areas: financial services, digital economy, international professional services, specialty industries, international consumption, education and culture, and healthcare services. It includes the advancement of a lawful digital currency pilot zone and proactive exploration of digital yuan applications in tax collection, public services, and financial innovation.
Fengtai District is committed to high-quality construction of the Digital Silk Road Economic Cooperation Demonstration Zone, establishing collaborative mechanisms with cities in countries along the “Belt and Road” initiative, and promoting autonomous driving developments in collaboration with municipal departments.
In terms of transportation and aerospace industries, Fengtai plans to develop into a model low-altitude economic zone, with aspirations to attract leading companies and key supporting businesses by 2026.
Additionally, Fengtai will introduce flagship stores and innovative retail concepts, fostering cross-border tax-free shopping models, and potentially supporting qualified foreign doctors in opening clinics.
The district has recorded significant progress in foreign investment projects, with 341 new initiatives this year alone, including 55 foreign-funded projects, leading in completion rates among the city’s six districts. The Fengtai District Development and Reform Committee noted its focus on impactful industrial collaborations, such as a new investment fund initiated by China Chengtong Holdings Group and China Orient Asset Management.
In May, Fengtai established Beijing’s first government-led supply chain service platform, which has attracted over 30 core enterprises, targeting a total transaction volume of 1.5 trillion yuan annually.
Furthermore, Fengtai participated in the 29th Macao International Trade and Investment Fair as the city’s sole highlighted district, holding 37 promotional events and engaging over 300 enterprises. Moving forward, Fengtai will intensify efforts to attract top enterprises, both domestically and internationally, facilitating the implementation of significant projects.
